Germany signals policy shift on Israel, warns of action over Gaza offensive
In a significant policy shift, Germany on Tuesday warned it may take measures against Israel in response to the ongoing offensive in Gaza, marking its strongest criticism of the Israeli government to date.
Foreign Minister Johann Wadephul stated that Berlin would no longer supply weapons that could be used to violate international humanitarian law and emphasized that Germany must now “think very carefully” about its next steps. Chancellor Friedrich Merz also voiced sharp criticism, describing recent Israeli airstrikes on Gaza as “no longer justified” or “comprehensible.”
These comments mark a notable departure from Germany’s longstanding policy of unwavering support for Israel, rooted in the legacy of the Holocaust. Until now, Berlin had stood firmly behind Israel—alongside the United States—after the October 7, 2023, Hamas attacks that sparked the Gaza conflict.
Germany’s evolving stance reflects a broader reassessment within the European Union. The UK, France, and Canada have also warned of “concrete actions” if the humanitarian crisis in Gaza continues to worsen.
Speaking to German broadcaster WDR, Wadephul stressed that Germany’s special relationship with Israel should not be exploited amid the current war.
“Our fight against anti-Semitism and our unwavering support for Israel’s right to exist must not be used to justify the conflict and warfare in Gaza,” he said. “We are now at a point where we must consider very carefully what further steps to take.”
Wadephul added that no new arms shipments are planned, and Germany will not export weapons if there is a risk they could be used to cause further harm. “Where we see danger, we will intervene,” he affirmed.
Chancellor Merz echoed these concerns during a press conference in Finland, stating that the scale and nature of Israel’s military campaign could no longer be justified solely on security grounds.
While the German government has yet to announce a formal suspension of arms exports, the rhetoric signals a significant policy recalibration. This shift also reflects growing unease within the German public and the ruling coalition.
The Social Democratic Party (SPD), a junior coalition partner, has called for an immediate halt to arms exports to Israel, warning that continued military support could implicate Germany in alleged war crimes.
Berlin’s changing position adds to increasing international pressure on Israel as the humanitarian toll in Gaza rises, with aid agencies reporting severe shortages of food, water, and medical supplies.
