International force deployment in Gaza backed by UN, rejected by Hamas

The United Nations Security Council has passed a United States draft resolution supporting President Donald Trump’s twenty-point plan on the Gaza issue. Thirteen Security Council member states voted in favour of the proposal, while Gaza’s ruling group Hamas has directly rejected it.

The information was reported by BBC and Al Jazeera on Tuesday, November 18.

According to the report, the Security Council voted in favour of the US draft resolution based on Donald Trump’s twenty-point plan to resolve the Gaza crisis. The plan includes the formation of an International Stabilisation Force ISF for Gaza.

The United States said several countries had expressed interest in contributing troops to this force, though their names were not disclosed. In the vote, the United Kingdom, France and Somalia were among the thirteen member states supporting the proposal. No country opposed it, though Russia and China abstained.

However, Hamas rejected the proposal, arguing that it does not meet the demands of Palestinian rights.

In a statement on Telegram, Hamas said the plan seeks to impose international guardianship over Gaza, which the Palestinian people and their political factions will not accept.

The statement added that assigning tasks to an international force inside Gaza — including disarming resistance groups — would remove the force from any neutral position.

According to the draft, a key responsibility of the ISF would be to permanently neutralise weapons held by Hamas and other non-state armed groups. It would also ensure the protection of civilians and secure humanitarian aid routes.

Under Trump’s peace plan, Hamas would be required to surrender its weapons. The draft also states that the ISF would operate in coordination with Israel and Egypt. It additionally includes plans for forming a newly trained Palestinian police force for Gaza, although the police force has previously been under Hamas control.

US Ambassador to the United Nations Mike Waltz said the ISF’s duties would include securing the area, demilitarising Gaza, dismantling terrorist infrastructure, removing weapons, and ensuring the safety of Palestinian civilians.
