Monitoring committees for subordinate courts finalized, operations begin in July

The formation of the "Monitoring Committee for Subordinate Courts" has been finalized to oversee the functioning of all trial courts across the eight divisions of the country. Chief Justice Dr. Syed Refaat Ahmed has approved the structure of these committees, which have been constituted under The Supreme Court of Bangladesh (High Court Division Rules), 1973. According to sources, these committees are set to begin operations from July 1.

According to Supreme Court sources, on June 2, Chief Justice Dr. Syed Refaat Ahmed finalized 13 separate monitoring committees for the eight divisions of the country. Each of these 13 committees will be headed by a Justice of the High Court Division and supported administratively by a judicial officer. These committees will monitor the activities of all courts within their designated districts and provide legal and other necessary support as needed. If required, the committee heads may consult the Chief Justice to resolve any issues.

The committees will work to reduce case backlogs in trial courts, and will actively promote mediation and Alternative Dispute Resolution (ADR) methods to help resolve complex legal matters more efficiently.

Here are the committee assignments:

1. Justice Md. Ashraful Kamal – Barisal Division (Barisal, Bhola, Patuakhali, Jhalakathi, Pirojpur, Barguna); Secretary: Assistant Registrar Begum Meftahul Jannat.

2. Justice Muhammad Khurshid Alam Sarkar – Dhaka-1 Division (Dhaka, Narayanganj, Gazipur, Manikganj, Munshiganj, Narsingdi, Tangail); Secretary: Deputy Registrar Syed Mostafa Ropza Noor.

3. Justice Md. Habibul Gani – Rajshahi-2 Division (Bogra, Joypurhat, Pabna, Sirajganj); Secretary: Govt. Registrar Md. Omar Haider.

4. Justice Mahmudul Haque – Khulna-1 Division (Khulna, Bagerhat, Satkhira, Jessore, Narail); Secretary: Assistant Registrar Begum Selina Khatun.

5. Justice Zafar Ahmed – Khulna-2 Division (Kushtia, Meherpur, Chuadanga, Jhenaidah, Magura); Secretary: Research and Information Officer Ragib Mahtab.

6. Justice Fatema Nazib – Dhaka-2 Division (Kishoreganj, Faridpur, Rajbari, Gopalganj, Shariatpur, Madaripur); Secretary: Government Registrar (Research Unit) Sirajum Munira.

7. Justice S. M. Kuddus Zaman – Chattogram-1 Division (Chattogram, Cox’s Bazar, Rangamati, Bandarban, Khagrachari); Secretary: Assistant Registrar Shovon Shahriar.

8. Justice Ahmed Sohel – Chattogram-2 Division (Noakhali, Feni, Laxmipur, Cumilla, Brahmanbaria, Chandpur); Secretary: Assistant Registrar (Research Unit) Md. Moinuddin Kadir.

9. Justice Sardar Md. Rashed Jahangir – Rajshahi-1 Division (Rajshahi, Chapainawabganj, Naogaon, Natore); Secretary: Assistant Registrar Begum Sadia Afrin.

10. Justice K. M. Hafizul Alam – Rangpur-2 Division (Dinajpur, Thakurgaon, Panchagarh, Nilphamari); Secretary: Private Secretary to the Registrar General Md. Hasibul Hossain Labu.

11. Justice Shahed Nuruddin – Rangpur-1 Division (Rangpur, Gaibandha, Kurigram, Lalmonirhat); Secretary: Assistant Registrar Md. Mahmadul Hasan Khan.

12. Justice Mohammad Shawkat Ali Chowdhury – Sylhet Division (Sylhet, Sunamganj, Moulvibazar, Habiganj); Secretary: Assistant Registrar Akramul Islam.

13. Justice Md. Mahmud Hasan Talukder – Mymensingh Division (Mymensingh, Jamalpur, Sherpur, Netrokona); Secretary: Assistant Registrar S. M. Sadakat Mahmud.

Speaking to Views Bangladesh, Supreme Court Registrar General Aziz Ahmed Bhuiyan said, “Chief Justice Dr. Syed Refaat Ahmed has finalized the ‘Monitoring Committee for Subordinate Courts’ to oversee all trial courts across the country. The 13 committees, each headed by a High Court Division Justice and assisted by a judicial officer, will begin their activities from early July. The Chief Justice himself will supervise the work of all the committees.”

Attorney General Md. Asaduzzaman told Views Bangladesh, “The formation of the Monitoring Committee for Subordinate Courts is now complete. This initiative will be a blessing for the judiciary and justice-seekers. Once these monitoring activities are fully operational, I expect significant improvements in the country’s judicial process.”
