Iran’s Parliament Speaker Mohammad Bagher Ghalibaf has sharply criticised the newly signed US–Iran peace memorandum, describing it as a “document of US failure” and arguing that it reflects shifting power dynamics rather than genuine compromise.

Speaking on state television after details of the agreement were released, Ghalibaf said the outcome would be judged by the Iranian public. “This is a document of America’s failure. The people will see it and judge,” he said.

The remarks add a more hardline tone to Tehran’s response to the accord, which both Washington and Tehran have presented as a framework aimed at reducing tensions and reopening structured diplomatic engagement.

However, Iranian officials continue to frame the deal as evidence of leverage gained through recent geopolitical developments. Ghalibaf claimed that current negotiations are being shaped by “field realities,” suggesting that strategic and battlefield outcomes have strengthened Iran’s position at the negotiating table.

A major focus of his comments was the strategic Strait of Hormuz, a vital global energy corridor. He asserted that the waterway “will not return to pre-war conditions” and signalled a tougher Iranian stance on its regulation and use.

Ghalibaf also referred to reported provisions in the memorandum, including a 60-day duty-free transit window for vessels passing through the strait, after which Iran would impose service charges.

He stressed that Tehran would continue to assert full sovereignty over the passage. “Iran has sovereignty over the Hormuz Strait, and we will charge for services provided,” he said.
