4 methods recommended to implement July Charter

National Consensus Commission has recommended four methods, including a referendum, to implement the July Charter.

The recommendations were presented at a meeting with political parties at the Foreign Service Academy in the capital on Thursday (September 11) afternoon.

The recommendations are—referendum, ordinance, executive order, and special constitutional order.

The commission said in the meeting that political parties have made various proposals to implement the constitutional aspects of the July Charter. Notable among these were—holding a referendum on the full charter or some parts of it, issuing a special constitutional order under the executive power of the President, forming a Constituent Assembly through elections and taking necessary constitutional steps, implementing it through elected people's representatives of the Thirteenth Parliament, converting the Parliament into a Constitutional Reform Assembly and incorporating the charter's issues into the constitution, and seeking the opinion of the Appellate Division of the Supreme Court as per Article 106 of the Constitution.

Based on the opinions of the parties, the expert panel of the Consensus Commission initially made five recommendations. They are—Ordinance, Executive Order, Referendum, Special Constitutional Order and seeking the opinion of the Supreme Court through Article 106.

However, after detailed discussions, the Commission finally proposed four methods for implementing the issues included in the July National Charter 2025 (where there is a dissenting opinion or note of dissent). They are—Ordinance, Executive Order, Referendum and Special Constitutional Order.
