ADP implementation rate falls to historic low in FY2025–26

Bangladesh recorded its lowest-ever Annual Development Programme (ADP) implementation rate in the 2025–26 fiscal year, with only 67.52% of the revised allocation utilized, according to the latest report released by the Implementation Monitoring and Evaluation Division (IMED) on Thursday.

The report shows that the implementation rate declined from 68.18% in FY2024–25, marking the second consecutive year of historically low performance.

IMED officials noted that in most previous fiscal years, ADP implementation had consistently exceeded 80%, making the recent decline unprecedented.

Officials attributed the slowdown to administrative disruptions following the political transition in the middle of FY2024–25, when the interim government assumed office.

During that period, many project directors and contractors reportedly left their assignments, causing significant delays in the execution of development projects.

According to IMED, the effects of that instability continued throughout FY2025–26.

In addition, government ministries and departments shifted much of their focus toward election-related activities, reducing attention to development work and contributing to the record-low implementation rate.
