CA to address nation, issue ‘July Charter’ implementation order today

Chief Adviser of the interim government Dr Muhammad Yunus is scheduled to address the nation at noon today (November 13) to announce the “July Charter Implementation Order,” aimed at resolving the country’s ongoing political deadlock.

During his address, the Chief Adviser is expected to outline and detail the key provisions of the order.

Prior to its official issuance, the proposal is set to be approved at the Advisory Council meeting at 11.00am.

According to government sources, the order will allow the national election and a referendum to be held on the same day. It reportedly incorporates a balanced approach addressing concerns raised by the BNP and Jamaat-e-Islami.

Tensions remain high in the political arena as both BNP and Jamaat continue to hold firm positions. On Wednesday, eight Islamist parties, including Jamaat, issued an ultimatum to announce the order by Sunday or face an indefinite sit-in at the Chief Adviser’s residence 'Jamuna'.

BNP leaders have also warned of counter-moves.

Officials said the government is considering several alternatives to end the crisis, including holding the referendum and election simultaneously. A bill based on the “July National Charter (Constitutional Reform) Implementation Order, 2025” is also being planned for introduction in the new parliament.

The National Consensus Commission’s report proposed implementing 84 reform measures in three phases—by executive order, ordinance, and referendum.

It also stipulates that constitutional amendments must be completed within 270 days of the first parliamentary session, failing which the proposals would automatically take effect.

Seventeen October marked the signing of the July Charter by 25 political parties. Today’s order will formally launch the blueprint for state reform under that agreement.

This will be Chief Adviser Dr Yunus’s sixth address to the nation since assuming office, in which he is expected to outline how the July Charter’s implementation will begin a new phase in national politics.
