CEC urges neutral conduct in election duties

Chief Election Commissioner (CEC) A M M Nasir Uddin has urged Upazila Nirbahi Officers (UNOs) to carry out their duties with neutrality and professionalism, prioritising respect for the law above all else. He advised them to “stand firm in their decisions according to the law without succumbing to any kind of pressure.”

Speaking as the chief guest at the inaugural session of a training workshop for UNOs at the Election Training Institute in Agargaon, Dhaka, on Wednesday, October 22, the CEC made the remarks.

“We often fail to show proper respect for the law,” the CEC said. “But a nation’s level of civilisation is measured by how much it honours the law. We must build that culture. We want the rule of law, not rule by law. During the election period, every action must be fair, lawful, impartial, and professional.”

Highlighting the importance of coordination, he said, “Coordination is the key factor during elections. As you hold responsibilities at the upazila level, you must maintain close coordination with law enforcement agencies, presiding officers, and polling officers. Any lapse in coordination could disrupt electoral discipline.”

Emphasising independence in decision-making, the CEC stated, “Do not yield to any kind of pressure or influence. The Election Commission will not act on any unjust directives from others. All instructions will be issued strictly in accordance with the law.”

He further advised UNOs to take prompt action in times of crisis. “If a problem arises, address it immediately. Do not wait for it to escalate—perform your duties by being present and proactive,” he said.

Regarding the training, the CEC noted, “Learning never ends. The lessons from this training will serve you throughout your career. Share this knowledge with others.”

He also mentioned that once the RPO (Representation of the People Order) is amended, necessary updates will be incorporated into the manual. Additionally, any gaps in training will be supplemented online to ensure comprehensive learning.
