Dress code circular is advisory, not mandatory: Bangladesh Bank

Bangladesh Bank has clarified that its recent circular on employee dress code is advisory in nature and not binding, following public criticism and internal discussion.

In a statement issued late Wednesday night, the central bank said the circular was intended to encourage professional and modest attire in the workplace, particularly discouraging excessively ornate clothing. It emphasized that the directive will not restrict individual freedom in choosing office wear.

The bank noted that variations in dress among employees—due to differences in age and preferences—can lead to misunderstandings or a sense of inequality. The circular aims to foster a more cohesive work environment by reducing such gaps.

Addressing concerns about religious attire, Bangladesh Bank confirmed that the circular does not place any restrictions on wearing burqas or hijabs.

“We hope this circular will not limit anyone’s freedom to dress appropriately in the office,” the statement read.

Earlier, on July 21, the Human Resources Department-2 had issued the original guidelines. It advised female employees to wear sarees, salwar-kameez with dupatta, or other modest professional outfits, along with formal shoes and simple hijabs. It discouraged short sleeves, short-length dresses, and leggings.

Male employees were advised to wear formal shirts and trousers, while jeans and gabardine pants were discouraged.

The initial circular had stated that non-compliance could lead to disciplinary action, sparking criticism. The latest statement indicates a softer, advisory approach.
