EU seeks level playing field in government procurement

The European Union (EU) has called for ensuring a "level playing field" for companies from all countries in government procurement. Stressing the importance of decisions based on commercial merit, the EU also stated that Airbus's proposal is highly competitive and should be considered seriously.

EU Ambassador to Dhaka Mike Miller made the remarks during a meeting on trade and economic relations between Bangladesh and the EU at the Ministry of Commerce on Sunday, September 6.

"What we want is a level playing field from all sides. If any government procurement decision is taken, it should be based on commercial viability, and our economic operators can compete on the best possible terms with any country's economic operators," he said.

This would also ensure the best use of Bangladeshi taxpayers' money, he added.

"In our view, Airbus's proposal is very competitive. It should be considered with utmost seriousness. We are awaiting the conclusion of negotiations between Airbus and Biman," Miller said.

The meeting discussed various barriers to Bangladesh-EU trade and economic relations, and the steps the Bangladesh government has already taken or is considering to address them.

Miller said political goodwill and time investment are needed for the EU's ongoing work with various ministries in Bangladesh. Bangladesh is seeking partners and trusted allies at a time when the international rules-based system is under immense pressure.

"We are your trusted partner. We believe in rule of law, in fair and transparent processes, and in the multilateral system," he said.

Noting that Bangladesh faces several challenges, including a smooth transition from LDC status, he said the EU's work with various ministries aims to contribute to the success of the government, the effective revival of state institutions, and further strengthening EU-Bangladesh relations for future prosperity.

The meeting also discussed removing non-tariff barriers, which Miller said serves the interests of both Bangladeshi and European businesses.

"It is about transparency, creating a level playing field, non-discrimination, and ensuring that no one can abuse their power or position at any stage of any process," he said.

The EU also wants to support Bangladesh's green and digital transition, he added.
