Gopalganj violence: ASK calls for independent probe citing human rights violations

The Association for Social Knowledge (ASK) has urged an independent investigation into the recent violence in Gopalganj, raising concerns about unlawful killings, mass arrests, and excessive use of force by security personnel.

The violence erupted on July 16 during a political rally organized by the National Citizen Party (NCP). According to a report released today by ASK, clashes broke out between supporters of the banned Awami League and NCP activists, resulting in at least five civilian deaths and dozens of injuries.

ASK’s four-member team conducted a field investigation on July 21-22, gathering testimonies from victims, witnesses, family members, law enforcement officials, and hospital authorities. The report alleges the involvement of multiple security agencies, including the army.

Witnesses say the violence began after around 50–60 individuals chanting slogans vandalized the rally venue. NCP supporters fled towards the deputy commissioner’s office as police intervened. Security was heightened with police and army deployment before NCP leaders arrived under heavy escort.

Violence reportedly escalated after the leaders’ speeches, which included criticism of Bangabandhu Sheikh Mujibur Rahman and the Awami League. Awami League supporters allegedly threw stones at security forces, who responded with sound grenades, tear gas, and live ammunition.

ASK’s report highlights the use of indiscriminate live fire by law enforcers. Four victims died at Gopalganj General Hospital, and a fifth later at Dhaka Medical College Hospital. Families of the deceased claim bodies were handed over hurriedly without post-mortem examinations, pressuring them to bury or cremate the victims quickly.

The report also documents the arrest of 18 minors, some charged under the Anti-Terrorism Act, despite family claims of innocence. Over 5,400 people have been charged in connection with the violence, with several cases filed under anti-terrorism and special powers laws.

ASK noted arbitrary arrests in areas unaffected by the clashes, allegations of extortion, and harsh treatment of detainees. The Gopalganj District Jail was reportedly attacked by a mob, prompting guards to fire warning shots. Overcrowding has led to detainees being transferred to other districts.

ASK’s investigation faced obstacles, including uncooperative behavior from police and army officials. The district police superintendent denied the use of lethal weapons, asserting that security forces exercised maximum restraint.

The organization concluded that the events represent serious violations of human rights, including the right to peaceful assembly. ASK called for a transparent, impartial inquiry and warned that the current situation threatens democratic freedoms and public safety.
