Government committed to building a modern, technology-driven army: PM

Prime Minister Tarique Rahman has said the government is committed to building a modern and technology-driven army to meet the demands of the time.

He made the remarks while addressing the inaugural ceremony of the 'Army Headquarters Selection Board-2026' at the Army Headquarters in Dhaka Cantonment on Sunday as the chief guest.

The Prime Minister said, "Bangladesh is currently facing multifaceted and complex security challenges, including maritime security, border security, inter-state and cross-border threats, cyber and information-based security, disaster management and humanitarian assistance. Considering Bangladesh's geographical location, economic capability, national security requirements and public expectations and resilience, it is now time to follow a realistic and sustainable model of defence modernisation."

Tarique Rahman said, "As the head of government and the defence minister, I believe the core strength of Bangladesh's defence system lies not only in the capabilities of the armed forces but in the unity, preparedness and resilience of the entire nation."

He said, "To that end, a modern policy will be formulated in line with the vision of Shaheed President Ziaur Rahman, where the armed forces, law enforcement agencies, civil administration, industry, technology, educational institutions and the general public will function as part of an integrated national security framework. The aim of this policy is not to encourage war but to build a perpetually ready, stable and self-reliant armed force capable of dealing with any potential crisis, aggression or disaster, ensuring the sovereignty, independence and national interests of the country are fully protected."

Addressing the generals present, the Prime Minister said, "The nature of warfare has changed in the present era. Security is no longer just about protecting geographical borders. It now includes cyberspace, information warfare, drone technology, artificial intelligence and regional geo-strategic competition. The government aims to further strengthen the defence system by enhancing capabilities in drone technology, satellite surveillance, cyber and electronic warfare."

He said, "In continuation of this, the government is working on a framework for the modernisation and development of the armed forces. Our goal is the future development of the forces, where emphasis will be placed on capability rather than numbers, effectiveness alongside expansion, technological innovation over platform proliferation, and jointness rather than single-service-centric development."

He further said, "The key themes of the government's armed forces development are: building a disciplined, modern and strong military, strengthening integrated defence planning, formulating contemporary defence policies and strategies, developing a domestic defence industry and strengthening democratic civil-military relations."

The Prime Minister said, "The selection board, formed with the goal of selecting and recognising the deserving through proper evaluation of merit, competence, skill and integrity, will re-establish discipline in postings and promotions. I believe it will also lay a strong foundation for visionary and professional leadership in the army in the future."

He said, "I feel a sense of pride in any success of the army, and I feel discomfort at any negative news concerning the army."

The Prime Minister said, "Cantonment is a place of deep emotion and memory for me. As you know, my childhood and youth were spent in a military environment, both at home and outside. Naturally, I am quite familiar with the rules, discipline and regulations of the army. For these reasons, I become somewhat sentimental when speaking about the army."

He said, "I grew up with my parents and my only younger brother within the discipline and orderly regimen of a military environment. I have always considered the army as part of my larger family."

He further said, "On this occasion, I respectfully remember the proclaimer of independence, Bir Muktijoddha Shaheed President Ziaur Rahman. As a military officer, Major Zia declared independence, making the army an integral part of Bangladesh's independence and liberation war history. This is undoubtedly a glorious chapter for the country's army."

The Prime Minister said, "Despite the army's glorious role in the Liberation War, soon after independence there was a noticeable effort to undermine the army's image and create instability within it. It was during that turbulent time that the strong and visionary leadership of former army chief Shaheed Lieutenant General Ziaur Rahman ushered in a new era of discipline and professionalism in the army."

He said, "Since the dawn of independence, members of the army have been working tirelessly to ensure security and stability in the Chittagong Hill Tracts. The ongoing 'Border Road' project, stretching approximately 1,036 kilometres in the hill and border areas, is not only ensuring border security but also opening new possibilities for the livelihoods and economic activities of people in remote areas."

The Prime Minister also said that the army is working to clear 1,200 square metres of land in the hill tracts of mines and explosives. He expressed deep condolences and gratitude to the families of the 217 brave soldiers who have been martyred while engaged in peacekeeping and counter-terrorism operations in the Chittagong Hill Tracts.
