NCC to hand over July Charter implementation proposal Tuesday
The National Consensus Commission (NCC) will formally submit its recommendations for implementing the July Charter to the interim government at 12pm on Tuesday.
The decision was made at a meeting chaired by Chief Adviser and Commission Chairman Dr Muhammad Yunus on Monday (October 27).
According to commission sources, it will recommend issuing the 'Constitution (Amendment) Order 2025' to implement the July Charter, which will be part of the order. A referendum will be held on the order, not on the charter itself. If approved, the next parliament will have dual functions — a regular legislature and a 'Constitution Reform Council' headed by the Speaker.
The council will be empowered through referendum to amend the constitution’s basic structure and execute reforms outlined in the July Charter.
The commission is expected to recommend issuing the order under the authority of the July uprising. However, BNP opposes such constitutional orders, while Jamaat and NCP demand a pre-election referendum giving legal basis to the charter.
A press release from the Chief Adviser’s Office described the session as the commission’s concluding meeting, stressing the preservation of all documents, audio-visual records, and photos for historical and public reference.
The commission also urged the government to act on other reform commission recommendations alongside the July Charter implementation.
