Private initiative can also dig government canals and sell soil: Land Ministry

The government has issued new instructions to involve private initiative in re-excavating government canals. The instructions state that the opportunity will be given to remove excavated soil and sand through digging government canals at kheyaghats or private initiative. On the one hand, this will make it possible to restore the navigability of the canal, and on the other hand, the demand for soil and sand will also be met for local development work.

The circular states that a huge amount of soil and sand is required for various activities including road construction, establishment of educational institutions, filling of fields, development of residential areas and brick kilns. Taking advantage of this demand, individuals or organizations will be involved in digging government canals. However, the entire activity will be conducted under strict administrative supervision.

According to the new instructions, individuals or organizations will be able to apply to the Upazila Nirbahi Officer (UNO) to dig canals and remove excavated soil and sand at their own expense. The person or organization digging will be able to use or sell that soil for their own needs. For this, the government, Upazila Parishad or any other organization will not have to pay any fee or cost.

However, the directive clearly states that no additional excavation can be done outside the approved design or estimate. If any damage is caused to the surrounding land, establishment or property due to additional excavation, the concerned person or organization will have to pay compensation. If such a dispute arises, the Upazila Nirbahi Officer will settle the matter and his decision will be considered final.
