20-member NICAR formed with PM as chairman
The government has formed the National Implementation Committee for Administrative Reorganisation (NICAR). Prime Minister Tarique Rahman has been made chairman of the committee.
The formation of this 20-member committee was announced in a notification issued by the Cabinet Division on Wednesday, March 4.
The committee includes the ministers for local government, finance, home affairs, industries, and law as members. Additionally, the state minister for public administration and the prime minister's principal secretary have also been included as members.
Beyond these, secretaries from relevant ministries or divisions have been made members, including those from public administration, land, home affairs, finance, legislative and parliamentary affairs division, coordination and reform, law and justice division, local government division, and the physical infrastructure division of the Planning Commission.
NICAR will review proposals for establishing new ministries, divisions, directorates and offices, as well as their reorganisation and renaming. Proposals for forming or establishing new divisions, districts, upazilas, city corporations, municipalities and police stations, along with matters related to redrawing the boundaries of these administrative units, will also be considered by the committee.
