9th Pay Scale at a glance
After a long wait, the 9th National Pay Commission has recommended the final pay and allowances for government employees. The commission has proposed a 100 to 140 percent pay increase.
The 23-member commission headed by former Finance Secretary Zakir Ahmed Khan submitted its final report to Chief Adviser Professor Muhammad Yunus on Wednesday.
9th Pay Scale 2026: Key recommendations at a glance

Salary Recommendations for a minimum of Tk20,000 and a maximum of Tk160,000 in the new pay scale
The commission has recommended a total of 20 salary grades for government employees. However, this time the ratio of minimum and maximum salaries has been reduced to 1:8, which was earlier 1:9.4. In this, it has been proposed to increase the minimum salary scale from Tk8,250 to Tk20,000 and the maximum salary scale from Tk78,000 to Tk1,60,000.
The commission chief said that Tk1.06 thousand crore will be required to implement these proposals. Currently, the government is spending Tk1.31 thousand crore on 1.4 million government employees and 9 lakh pensioners.
New pay structure and implementation process after 12 years in pay scale
It is worth noting that the government formed this 23-member commission on July 27, 2025 and set a deadline for submitting the report within six months. This commission was formed 12 years after the formation of the 8th Pay Scale in 2013. The scheduled date for submitting the report was February 14, 2026, but the commission completed the work ahead of schedule by spending only 18 percent of the allocated budget.
While submitting the report, Finance Adviser Salehuddin Ahmed said that the next task now is to implement this proposal. For this purpose, an Implementation Committee will be formed, which will work on the implementation process.
Health insurance and innovative reforms in Pay Scale
Apart from increasing salaries, the report has also included several new and innovative proposals. These include:
Introduction of health insurance for government employees
Pension system reform and formation of Service Commission
Restructuring of Government Employees Welfare Board
Restructuring of salary grades and scales
Formation of committees for reviewing human resource development and allowances in health and education sectors
Formation of committees for reviewing allowances in government offices
Commission head Zakir Ahmed Khan said that the cost of living has become difficult due to the price hike of daily essentials in the last decade. In this context, these realistic recommendations have been formulated after holding 184 meetings with various stakeholders online and offline and taking the opinions of 2,552 people.

Implementation & Special Grades:
Commission chief Zakir Ahmed Khan said that the government will need 1.06 thousand crore taka (BDT) annually to implement this recommendation. Currently, the expenditure for 1.4 million employees and 9 lakh pensioners is 1.31 thousand crore taka. According to the Finance Department, although the reports of civil servants have been submitted, separate pay commissions will be finalized for the military and judicial departments. In addition, the Finance Department will create a special step outside the 20 steps for Cabinet Secretaries and Principal Secretaries.
Ninth Pay Scale 2026: Estimated report of basic salary and other allowances:
A complete report of house rent, medical allowance and other possible allowances based on the basic salary recommended by the Ninth Pay Commission is presented below.
According to the government rules, a certain percentage of the basic salary is given as house rent. This report has estimated that according to the previous rules, house rent and a certain amount of medical allowance and travel allowance will be added to about 35% of the basic salary (depending on the city). 50%.

Additional Benefits added to the new scale
Tiffin allowance: It has been recommended to increase the amount of tiffin allowance from Tk200 to Tk1,000 for employees in grades 11 to 20.
Health insurance: For the first time, there will be enhanced medical insurance benefits for all employees at government expense.
Disabled Child Allowance: Those who have disabled children will receive an additional allowance of Tk 2,000 per month (maximum 2 children).
Travel and others: Travel allowance and laundry allowance are also likely to increase in proportion to the basic salary.
