ACC seeks appointment-transfer documents from Asif Mahmud's tenure

The Anti-Corruption Commission (ACC) has sought all information and documents related to the appointment, promotion and transfer of officials and employees under the Ministry of Youth and Sports during the tenure of former Adviser Asif Mahmud Sajeeb Bhuiyan. The commission has also requested documents concerning the assignment, cancellation and posting of 38 Upazila Youth Development Officers.

A letter signed by ACC Deputy Director and investigation team leader Md Zahid Kalam was sent to the Secretary of the Ministry of Youth and Sports on Thursday, September 3. The commission has asked for the information and records to be submitted by September 10 .

A senior ACC official confirmed the matter. The letter states that a four-member team has been formed to investigate allegations of corruption and irregularities against former Adviser Asif Mahmud Sajeeb Bhuiyan, former Secretary of the Ministry of Youth and Sports Md Mahbub-ul-Alam, Joint Secretary Sheikh Mohammad Jobayed Hossain and Deputy Secretary Md Masum Ahmed.

For the proper investigation of the allegations, the ACC has sought five categories of information and documents from the ministry. These include records of appointments, promotions and transfers of officials and employees under the ministry during Asif Mahmud's tenure.

The commission has also requested certified copies of transfer-related documents based on the Ministry of Public Administration's memorandums dated May 7, 2025 and April 18, 2026. Additionally, certified copies of documents concerning the assignment, cancellation and posting of 38 Upazila Youth Development Officers have been sought, as well as personal files of several Assistant Upazila Youth Development Officers under the ministry.

The ministry has also been asked to submit relevant rules, regulations and supporting records related to the requested documents.

On Wednesday, the ACC had announced the start of an investigation into allegations of corruption against Asif Mahmud and three others. The allegations include taking bribes for promotions and transfers of Upazila and Assistant Upazila Youth Development Officers, as well as irregularities in tenders and procurement through syndicates.

According to the ACC, allegations include taking Tk 76 lakh in bribes for cancelling assignments and posting 38 Upazila Youth Development Officers, Tk 1.05 crore for promoting 150 Assistant Upazila Youth Development Officers, and approximately Tk 2 crore more for preferred postings after promotion.

However, Asif Mahmud has demanded the withdrawal of the ACC's statement regarding preliminary evidence of these allegations. In a press conference on Wednesday night, he gave a 24-hour ultimatum to withdraw the statement or face legal action.

A special four-member team led by ACC Deputy Director Md Zahid Kalam is investigating the allegations.
