Bailey Road tragedy: CID files charges against 22 individuals
The Criminal Investigation Department (CID) has filed a charge sheet against 22 individuals over the deadly Bailey Road fire in Dhaka that killed 46 people in February 2024.
The charge sheet was submitted on Thursday (April 2) to a Dhaka court’s prosecution division, with the next hearing set for April 19.
The fire broke out around 9:45pm on February 29 at the “Green Cozy Cottage” building, killing 20 men, 18 women, and 8 children, while 75 others were rescued alive.
Investigators found that multiple restaurants and cafés were operating illegally in the building, which had been extended to nine floors in violation of approved plans. Most establishments lacked valid trade licenses, fire safety systems, and emergency exits.
According to the CID, the fire originated from an electric kettle at a ground-floor café and spread rapidly due to highly flammable interior materials and the presence of gas cylinders. The building’s sole staircase was partially blocked, trapping occupants inside.
The situation was particularly severe at a restaurant where exits were reportedly restricted pending bill payments, leaving patrons unable to escape. Many victims died from suffocation before being burned.
The investigation also cited overcrowding—linked to special promotions on the leap day—as a contributing factor to the high casualty toll.
Of the accused, 11 have been arrested and later released on bail, while 13 remain absconding. Authorities recommended dropping charges against four individuals, including two who have died.
Prosecutors said trial proceedings will begin soon following completion of legal formalities.
