CEC rules out PR system, says election commission cannot change law
Chief Election Commissioner (CEC) A. M. M. Nasir Uddin has clarified that the proportional representation (PR) system is not included in Bangladesh’s Constitution or the Representation of the People Order (RPO), and the Election Commission (EC) does not have the authority to amend existing electoral laws.
Speaking to reporters at the Election Commission office in Agargaon on Thursday, the CEC said the upcoming elections would follow the current system, as PR is not provided for in the RPO. “We cannot change the law,” he emphasized.
He added that implementing the PR system would require legal amendments, and altering the procedures outlined in the RPO could even necessitate a constitutional amendment. He also expressed concern that merely discussing constitutional changes could invite criticism.
The CEC called on political parties to reach a consensus on the issue. “Political parties should come to a decision or agreement. They will understand whether it is feasible for us to implement PR. If they want PR, they should recognize the practical limitations,” he said.
