Criticising government not a crime, but speaking against the state is: Information Minister

Information and Broadcasting Minister Zahir Uddin Swapan has said that criticising the government is not a crime. However, speaking against the state will be treated as an offence. He made the remarks at a discussion meeting organised to mark the foundation anniversary of the Department of Mass Communication and Journalism at Dhaka University on Sunday (August 2).

The Information Minister said that in the course of civilisation's development, journalism has reached a stage where, although not constitutionally an organ of the state, it has become an important and integral part of the state system.

Zahir Uddin Swapan said the responsibility of journalism is not limited to collecting information or investigating the truth; using that truth for public welfare is equally important. However, if individuals or institutions have predetermined agendas, maintaining objectivity becomes difficult. When uncovered truth conflicts with personal aspirations or fixed positions, journalism is put to a severe test.

He further said the state is an important instrument in modern governance. Whether state power is used for public welfare or as a tool of oppression depends on the ruler's intent and perspective. He said without ensuring accountability, it is not possible to run the state effectively.

The event was chaired by Professor Kazi Mohammad Mahbub Rahman, acting chairman of the Department of Mass Communication and Journalism, with Dhaka University Vice-Chancellor Professor Dr A B M Obaidul Islam present as a special guest.
