Earlier, a final ordinance was issued to establish 'Dhaka Central University' to bring seven historic government colleges in the capital under an integrated and autonomous administrative structure. According to the ordinance promulgated by the President's special order, the colleges were to function as 'affiliated colleges' of the new university.

On February 8, President Md Sahabuddin promulgated the ordinance exercising the power conferred by Article 93(1) of the Constitution of the People's Republic of Bangladesh. With parliament dissolved, it was made effective from that day considering the emergency situation.

The seven government colleges of Dhaka metropolis included under the new university are: Dhaka College, Eden Mohila College, Government Titumir College, Government Bangla College, Begum Badrunnesa Government Mohila College, Government Shaheed Suhrawardy College and Kabi Nazrul Government College.

On March 26 last year, UGC recommended forming a new university by separating the seven colleges of the capital. Later on November 12, their affiliation with Dhaka University was withdrawn.
