EC bans posters, processions in UP elections

The Election Commission has issued the new Upazila Parishad Election Conduct Rules-2026, imposing strict restrictions on posters, processions, helicopter use, government facilities and AI-generated misleading content in campaigns.

The rules, signed by EC Senior Secretary Akhter Ahmed, were published as a gazette on September 3. Violations may result in up to six months' imprisonment, a Tk 50,000 fine, or both, and candidacy may be cancelled if allegations are proven.

Posters are completely banned. Public processions, vehicle rallies and helicopter use are prohibited from schedule announcement until results are published. Social media campaigning is allowed but candidates must inform the Returning Officer and include expenses in their accounts.

AI misuse is banned. No false, misleading, hateful or personally offensive content can be created or spread. Offering money, gifts or food to influence voters is also prohibited.

Campaigning in religious sites, educational institutions and government offices is barred. Use of government resources, muscle power or defamatory campaigns against opponents is banned. Transporting voters to polling centres on election day is also prohibited.

The EC has been empowered to investigate violations and cancel candidacy in serious cases. The new code aims to ensure free, fair and competitive elections with equal opportunities for all candidates.
