Education ministry overhauls recruitment process for heads of private institutions

The Ministry of Education has overhauled the recruitment process for heads and assistant heads of private educational institutions, issuing a circular in this regard.

According to the circular, published on Tuesday (January 27), the revised framework has been formulated under Section 8(ṭa) of the NTRCA Act, 2005.

Under the new rules, the Directorate of Secondary and Higher Education (DSHE), the Directorate of Technical Education and the Directorate of Madrasa Education will be required to submit vacancy requisitions to the Non-Government Teachers’ Registration and Certification Authority (NTRCA) at least once a year.

Evaluation criteria
Candidates will be assessed on the basis of a written examination, viva voce and academic qualifications, carrying a total of 100 marks:

1. Written/selection test: 80 marks
2. Academic qualifications: 12 marks
3. Viva voce: 8 marks

Candidates must obtain a minimum of 40 per cent marks separately in both the written and viva examinations. In the written test, up to three times the number of candidates against available posts will be shortlisted.

Merit list and appointment
A merit list will be prepared based on combined scores from all stages and published on a 1:1 basis against vacant posts. Shortlisted candidates will be allowed to indicate preferences for up to five institutions through an online system.

Final recommendations will be made on the basis of merit position and stated preferences, with one candidate recommended for each post.

Upon receiving recommendations from the NTRCA, the relevant managing committee or governing body will be required to issue appointment letters within one month. Where a candidate fails to join due to incorrect institutional information or other valid reasons, provisions have been kept for fresh recommendations from the merit list, subject to the availability of vacancies.

The circular further states that individuals convicted in criminal cases or punished in departmental proceedings will not be eligible to apply under the revised recruitment process.
