The Election Commission (EC) has initiated a dialogue ahead of the 13th national parliamentary election, starting Sunday with representatives from civil society.

In his opening remarks, Chief Election Commissioner (CEC) A. M. M. Nasir Uddin announced a landmark change: “Previously, those involved in elections were not allowed to vote. This time, they will be able to exercise their franchise.” He estimated that around one million people will benefit from this decision.

The CEC noted that incarcerated individuals, who were previously barred from voting, will now be given the opportunity. Government officials working across the country will also be eligible to vote. He emphasized that the dialogue is more than a formality and will play a crucial role in ensuring a free and fair election.

Since taking office, the EC has undertaken a major campaign to update voter lists. The number of female voters, previously three million fewer than male voters, has been significantly increased. Additionally, over 2.1 million deceased voters—referred to by some as “ghost voters”—have been removed from the lists.

Other reforms include revisions to the RPO and implementation of the postal ballot system, which existed in law but was rarely applied. “Everyone involved in the elections will now have the opportunity to vote. This is a significant milestone,” the CEC said.

The EC’s plan includes dialogues with representatives from registered political parties, universities, civil society, women’s organizations, media, observer organizations, election experts, and injured July activists. Officials hope to complete the dialogue process within one to one and a half months.
