Government launches first-ever transfer system for MPO teachers

The government has introduced first formal transfer system for MPO-listed teachers serving in private schools and colleges, allowing eligible educators to move between institutions through a fully digital process under a newly approved policy.

The Ministry of Education has issued the "MPO Teacher Transfer Policy-2026 for Private Educational Institutions (Schools and Colleges) Through Automated Software," marking a major reform in the management of teachers employed at government-funded private educational institutions.

Under the new policy, eligible teachers will be able to apply online for transfers against vacant positions, subject to specific eligibility criteria. The Directorate of Secondary and Higher Education (DSHE) will publish institution-wise vacancy lists annually before opening the online application window. Transfer orders will be issued after verification, and selected teachers must join their new workplaces within the stipulated timeframe.

The policy requires newly appointed teachers to serve at least two years at their current institution before becoming eligible for a transfer. Teachers transferred to a new institution must also complete a minimum of two years there before applying again.

Each teacher will be allowed a maximum of three transfers throughout their career.

Applicants must first seek transfer opportunities within their own district. If no suitable vacancy exists, they may apply to institutions in other districts within the same division. Special provisions also allow applications for transfers to any district under exceptional circumstances or to the district where a spouse is employed.

Where multiple applicants compete for a single vacancy, priority will be determined based on: Female applicants; Distance between the current and proposed workplace; Spouse's workplace; Length of service and seniority.

The government said distance calculations will follow the methodology used by the Ministry of Public Administration. Applications containing false or incomplete information will be rejected automatically.

To prevent disruption in academic activities, no more than two teachers from the same institution may be transferred in a single year. In addition, only one teacher from the same subject will be permitted to transfer at a time.

Applicants may list up to three preferred institutions when submitting their transfer requests.

The entire process will be managed through an automated software platform under the supervision of the Director General of the Directorate of Secondary and Higher Education.

The policy guarantees that transferred teachers will retain their MPO benefits, financial entitlements and service seniority.

However, the government has clarified that transfer is not a legal entitlement. Teachers approved for transfer will not receive travel or transfer allowances.

Institution heads must release transferred teachers within 10 days of the transfer order, while the teachers themselves must join their new workplace within 10 days of being released.

Teachers currently under suspension or facing pending criminal cases will not be eligible to participate in the transfer process.

Education officials say the new system is expected to improve transparency, reduce administrative discretion and provide greater flexibility for thousands of MPO-listed teachers across the country.
