Govt orders full state protocol for Zila Parishad Chairmen

The government has instructed all Deputy Commissioners (DCs) to ensure that Zila Parishad chairmen and administrators receive their entitled state protocol and official status at government functions, national ceremonies and other formal events.

The directive, issued by the Local Government Division (LGD) under the Ministry of Local Government, Rural Development and Cooperatives, requires strict compliance with the Warrant of Precedence, 1986 (as amended up to July 2020) in all protocol-related matters.

According to an official order issued on July 30, district administrations must follow the prescribed order of precedence in seating arrangements, invitation cards, official correspondence and all ceremonial protocols involving state events, national days and government meetings.

The LGD said the move is intended to ensure that district council administrators and elected chairmen receive the official recognition and protocol to which they are legally entitled.

Copies of the directive have been sent to all Deputy Commissioners, the Cabinet Secretary, divisional commissioners, the secretary of the Local Government Division, police commissioners, district council chairmen and administrators, the private secretary to the Local Government Minister and other relevant authorities for implementation.

The order, signed by Joint Secretary Khondkar Farhad Ahmed, states that the primary objective is to ensure uniform application of the national order of precedence in official functions across the country.

Officials said the directive is expected to eliminate inconsistencies in protocol practices at the district level and reinforce the institutional status of district councils in government ceremonies.
