Home Minister's statement in Parliament causes uproar, Speaker issues ruling
A heated uproar and argument has erupted in the National Parliament over the Home Minister's statement on the disappearance, rescue and subsequent filing of a case against a leader of Bangladesh Chhatra Shibir. The Speaker intervened to bring the situation under control and ruled to examine the matter and take necessary decisions.
The situation arose over a statement made by the Home Minister under Rule 300 in the second session of the 13th National Parliament on Sunday (June 14). Deputy Speaker Kaiser Kamal presided over the session.
The Home Minister said in his speech that a General Diary (GD) was filed with the police station regarding Mohammad Jisan Mia Pradhan, the Central Assistant International Affairs Secretary of Bangladesh Chhatra Shibir, who went missing from Cumilla on June 11. During the investigation, the police learned that he had a love affair with a woman through acquaintance on social media. Later, it was alleged that the woman became pregnant after being raped multiple times with the promise of marriage.
The minister further said that Jisan went into hiding the night before the scheduled wedding date. He was later rescued from the Laksam area. In this incident, the victim woman filed a case against Jisan and four others on charges of rape and fetal murder. He mentioned that the two accused in the case also gave confessional statements in court under Section 164.
The Home Minister claimed that many people on social media have tried to hold the government responsible by presenting the incident differently. He raised the issue in Parliament to bring the real incident to the public.
However, immediately after the minister's speech, Deputy Leader of the Opposition Syed Mohammad Abdullah Taher raised strong objections. He said that the statement given under Rule 300 has been used for political purposes and an unresolved and controversial issue has been raised in Parliament.
He questioned where Jisan is currently and why journalists are not being allowed to talk to him or the complainant. He also expressed doubts about whether there is any conspiracy in this incident.
After the opposition deputy leader's speech, a heated argument broke out between the government and opposition MPs. At one stage, members of both parties stood up and created a ruckus, creating a tense situation in the parliament chamber.
To calm the situation, the speaker repeatedly called on the members to sit down. He said that there is usually no opportunity for questions or debate after a statement given under Rule 300. However, the opposition deputy leader was given the opportunity to speak under special consideration.
Later, the speaker ruled that if there are any words or statements in the home minister's speech that are against parliamentary norms or are unparliamentary, then it will be examined and, if necessary, a decision will be taken to exclude them from the parliamentary minutes.
After the speaker's ruling, the situation returned to normal. Later, according to the parliament's agenda, a general discussion began on the supplementary budget for the 2025-26 fiscal year.
