July National Charter enactment order is a pseudograph by interim government: Minister
Home Minister Salahuddin Ahmed has termed the ‘July National Charter (Constitutional Reform) Implementation Order, 2025’ as a ‘document of endless fraud’ by the interim government.
He made the remarks while participating in a scheduled discussion on the issue in the National Parliament on Tuesday (March 31).
The Home Minister said that the President has summoned the Parliament session as per Article 72 of the Constitution. However, as per his claim, the said order is not a valid law.
He further said that according to Section 17/2 of the Fourth Schedule of the Constitution, the President does not have the power to issue such an order. Therefore, “the order has no legal basis from its inception.”
Salahuddin Ahmed alleged, “The July National Charter Implementation Order is a falsified document by the interim government.”
He further said that the propaganda that BNP does not want reforms is not correct. “We hold every sentence of the July Charter. It is a historic political document,” he said.
Regarding the referendum, he said that the verdict of the people must be respected. However, he questioned the proposed process.
He alleged that forcing one answer instead of four questions and not including a note of dissent is “national fraud”.
He also said that the power of the President to issue orders has been limited as per the previous provisions. Therefore, the power of the sovereign Parliament cannot be reduced through any ordinance.
The Home Minister alleged that the interim government had violated the Constitution and that sending the oath-taking documents of the Constitutional Reform Council to Parliament was also beyond its jurisdiction. He demanded an explanation from the Parliament Secretary on this matter.
