No alternative to coordinated efforts to raise higher education to global standards: Education Minister

Education Minister Dr. A N M Ehsanul Haque Milan has called for coordinated efforts among universities and stakeholders to elevate Bangladesh’s higher education to global standards and strengthen protection of intellectual property.

Speaking at an event marking “World Intellectual Property Day 2026” held at the University Grants Commission (UGC) auditorium in the capital's Agargaon on Sunday (April 26), the minister said universities must be transformed into “centres of excellence” rather than mere degree-awarding institutions, with a stronger focus on research and innovation.

He noted that Bangladesh remains behind in international intellectual property indices and stressed the need to reduce administrative complexities in IP registration to encourage innovation and safeguard local inventions.

The minister also proposed inter-university competition on intellectual property and state recognition for top innovators.

Expressing concern over brain drain, he said a significant number of skilled graduates are leaving the country and called for a “reverse brain” policy to attract them back.

He further highlighted gaps in university curricula, saying many courses are not aligned with labour market needs. He urged stronger industry–academia collaboration and a market-oriented curriculum framework.

Dr. Milan also emphasised increasing research allocations in university budgets, noting that the government is working toward raising education spending to 5 percent of GDP.

Criticising delays in admission processes, he called for a unified academic calendar across all universities to reduce time loss for students.

He also urged private universities to ensure academic quality beyond commercial considerations and called for stronger regulatory oversight by UGC.

The minister raised concerns over excessive social media use among youth and declining ethical standards, stressing the need for value-based education.

The event was chaired by UGC Chairman Prof. Dr. Mamun Ahmed and attended by senior officials, vice-chancellors, and academics.
