Social Welfare and Women and Children Affairs Minister A Z M Zahid Hossain on Tuesday (February 24) said the government’s Family Card programme will be implemented free of charge, with no involvement of party leaders or activists in the data collection or distribution process.

Speaking at an emergency press conference at his Dhanmondi residence in Dhaka, the minister described the initiative as a “universal card” programme that will eventually cover every household in the country. In the first phase, extremely poor, poor and lower-income families will receive the card.

He alleged that a vested group is attempting to create controversy around the programme and that reports have emerged of money being demanded in exchange for cards in some areas. “The card will be distributed completely free of cost, regardless of religion, caste or ethnicity,” he said, adding that the entire process will be conducted transparently and that all families will be brought under the programme within the next four years.

The minister urged citizens to remain vigilant and report any demand for money or other benefits in exchange for the card to law enforcement agencies, the administration or the media.

He warned that strict action will be taken against anyone involved in irregularities or fraudulent activities.

Referring to Prime Minister Tarique Rahman, Zahid said clear instructions have been given to ensure there is no scope for corruption or scandal in the implementation of the programme. Allegations of irregularities in areas including Korail slum in Dhaka and parts of Mymensingh are being looked into, he added.

Under the initiative, each beneficiary family will receive Tk 2,500 per month in financial assistance. The minister emphasised that the programme is not linked to political affiliation or religious considerations and will be administered equally for all eligible citizens.
